Carroll County and the
local residents do not see eye-to-eye when it comes to the Regional
Airport just north of Westminster, Maryland.
The State of Maryland
and Carroll County have spent money for the planning of an extended wider
runway; following several intermediate projects which lead up to the
20-year plan. First came the modernize refueling station, then the large
corporate hangars, more visible and tighter security, the re-surfacing of
the taxiways and Tarmac; finally when corporate customers started to
arrive the long-standing FBO goes out of business, first bought then
resold to he current owners.
Everything seems better
and then the economy takes a nose-drive. The cost of operations goes up,
revenue down, private aircraft owners can't afford the fuel to fly,
corporate owners leave out of frustration. Now what?
After the entire
airport goes through all these positive changes and the appearance
improves dramatically, now major opposition from the residents bordering
the airport. And there is where it stands, with so much momentum lost will
there ever be happiness in the farmer's field - where it all began a
century ago.

The county continues to struggle with the airport expansion project.
Several additional hurdles are left before work can begin.
10/2008 -
The new FBO started operations in October. SkyTech, Inc. is a premier
professional Fixed Based Operator at Carroll County Regional
Airport.
The FBO WestAir and
the American Pilot Assoc are no longer operating at DMW.
The
County Fuel Farm is operational and available to all GA pilots.
05/2008 -
In 2007, though the beginning of 2008 the airport
changed FBO's and county management. The FBO WestAir and
the American Pilot Assoc are located on the field. The
County Fuel Farm is not available and a NOTAM is issued.
05/2007 -
The Honorable Commissioners Ms Julia W. Gouge, Mr. Dean L. Minnich and Mr.
Michael D. Zimmer were briefed by TAC consultants URS in meeting room 3 on
May 1st at the Government Offices in Westminster, Maryland.
The consultants where
joined by Mr. Horst and Mr. Powell on the recommendations of the advisory board for the 20 Year Airport Master Plan.
The meeting was well attended by advisory board members, county
officials, the public and media. A public hearing will be scheduled later this month.

4/2007 -
Airport Advisory Committee is recommending a comprehensive improvement to the Carroll County Regional Airport in the master plan. The FAA and MAA will fund 97.5% of the project, the remaining 2.5% will be on the county. A meeting is scheduled with the Carroll County Board of Commissioners on May 1 at 10 a.m.

First week of October the Collings Foundation "wings of Freedom" tour of
WW-II bombers. Last week of October the EAA Chapter 1384 hosted an Autumn
Fly-In.

New Experimental Aircraft Association (EAA) Chapter 1384 is incorporated
first time at CCRA. The MSA was the last aviation organization based at
Carroll County Regional Airport

Airport renovation is complete. New corporate jet owners move into
corporate hangars.

There are major delays in the completion of the remaining south ramp,
leaving only one Taxiway ("K") to access the ramp.
The resurfacing of the
taxi-lanes between the GA hangars is delayed until this Spring.

WestAir joins International Air Support, Inc., as part a growing team to
include Summit Aviation, MoBark Eclispe, and LifeSystems. More infomation
will be coming soon.

The first phase of a three phase project is complete. A new Ramp and

Airport construction started this month. Taxiway Bravo allows egress from
Ramp the Runway. Additional Ramp area and easier access for
Corporate Hangars.

schedule for 2004. TARMAC paving, runway and taxiway improvements,
Corporate hangar completion and revitalizing "T" hangars.

WestAir-II is now under new management. Called WestAir
Aviation Corporation, the business will continue to use WestAir as it's
business name. A newly design FBO and Pilot lounge, plus changes to the Aviation
Performance shop.

It is with great sadness the passing of June Poage, Owner of
WestAir-II LLC, FBO at Carroll County Regional Airport on May 23,
2002. The Interment was held at Kriders UUC
Cemetery Westminster. Please send your honorary gifts to The Carroll

INVITATION FOR BIDS
Submission of proposals will be received for Full Service Fixed Base
Operator (FBO) at the Carroll County Regional Airport until 2:00 p.m. EST,
December 7, 2001 at the Carroll County Bureau of Purchasing, 225 North
Center Street, Room 311, Westminster, Maryland 21157.
A pre-bid conference was scheduled for 10:00 a.m. on Nov. 27 at the
airport. Specifications are available at the Bureau of Purchasing,

According to the Carroll County Planning and Zoning Commission minutes of
July 17, 2001, Mr. Gary Horst stated the FAA decided to combine the apron
project and paved area between "T" Hangars to start this coming
Spring.

According to the Carroll County Planning and Zoning Commission minutes of
April 4, 2001, excessive property at the airport was purchased by the FAA
funds and the disposition of the property, would most likely be Public
Auction after a public workshop on April 24, 2001.

According to the Carroll County Planning and Zoning Commission minutes of
January 1, 2001 the County has inherited two existing tenants at the
Airport from the prior arrangement. The County is
working out the arrangements to furnish these hangars. A grant
has been received for the design work for the removal of the obstructions
northwest of the runway. Design work is contracted to Delta for and also
rehabilitation of the existing apron. Delta will also provide land
disposition services for six or seven properties on the periphery of the
Airport that are in excess of the County’s needs. The sale of these
properties will generate revenue back to Airport improvement projects. Mr.
Horst indicated that he would recommend to the Commissioners the
installation of a localizer with distance measuring capability to assist
with instrument assisted landings.

According to the Carroll County Planning and Zoning Commission minutes of
December 15, 1998 a plan is being presented to the Carroll County Planning
and Zoning Commission in accordance with Section 4.26 of the Carroll
County Zoning Ordinance for approval of the corporate hangars for the
construction of a 79,900 square foot corporate hangar building. The cost
to build this facility is $3,300,000, and the term of the lease is forty
(40) years.
